I was confused because it showed directly to the upper area but I didn't have a rope to climb up. Knowing now where it really is makes the bunker finder seem kinda buggy. I did find a cache with the yellow beeper at the east side of the map tho. Edit: needle only shows the direction. Beeps tell you the distance.You might find a flare gun in the flipped over train car. Bring rope. The ravine area did not have the rope for me. And I think the area where you get from the plateau with the signal tower to the rest of BI is always missing a rope.
