Removing the cutoff wire doesn’t change anything. New plug, new plug cap, wire, ignition coil, tried different CDI, still no change.

After replacing the whole ignition system (ignition coil, stator with pickup coil, plug, wire, CDI, voltage regulator, solenoid) I still have no spark. I checked the ETC and it's working fine. I even adjusted the cable a bit. RD/BL wire to coil, injectors and fuel pump drops from 12 volts to 0 when key on. I tested the RD/BL wire at the fuse panel and it shows 12 volts when key turned on then drops to 0. I switched relays and no change. Tested wiring at the fuse panel for the EFI relay.
