Most buildings aren't actually far enough from hooks for Boil Over/Flip Flop to save on their own. Especially if you pick up and fall off immediately, as that will prevent those perks from doing anything. If you see someone anywhere near the hook, drop the survivor and camp them on the ground.

Boil Over is a fairly useless perk. I think it's meant to partially counter Iron Grasp, but it doesn't do that very well.
